The Foundation applies a phased strategy to grant-making with two types of grants: Stage 1 project grants and Stage 2 project grants.

Stage 1
Projects must contribute to improving testing, prevention, and care for HIV, viral hepatitis, or tuberculosis, with a focus on reducing barriers and ensuring sustainability after project completion. Stage 1 projects should be designed as standalone initiatives but can serve as pilots for future Stage 2 proposals.

Stage 2
Successful Stage 1 grantees may apply for Stage 2 funding to scale up their projects, incorporating lessons learned. Stage 2 projects can span up to three years and are expected to have a larger impact on healthcare systems and practices.
